Salary: $83,907.20 – $125,902.40 annually

Position Summary:
Coordinate and plan TRWD water delivery and water quality design and construction projects. Provide technical decision support, coordination and analysis for all phases of project implementation including writing requests for proposals, evaluating proposals, negotiating contracts, design, submittal reviews, contract packaging, bidding, construction, start up, and operation. Manage project budgets and schedules and report status to manager and other departments.
Coordinate, plan, and solve issues that arise in the normal operation and maintenance of TRWD’s pipelines, pump stations, floodway and facilities.
Essential Functions and Responsibilities:

- Write requests for proposals and evaluate proposals.
- Manage consultants to create project plans and communicate status to project partners and management
- Manage design and construction projects. Monitor schedules and budgets. Report project status to other departments.
- Work with project teams to articulate do-able goals, requirements, and schedule
- Support other groups within TRWD to solve issues that arise
- Prepare procurement packages and coordinate with Purchasing Department
- Maintain familiarity with strategic District levels of service
- Continuous improvement monitoring and innovation efforts
- Perform other duties as required
Required Experience:
- Five (5) to ten (10) years of related project management experience
Desired Experience:
- Engineering design or management experience under a professional engineer
- Fundamental/working knowledge of project scheduling
- Experience in budget planning and analysis for large scale projects
- Managing multiple projects
- Managing, design, or operating aeration systems and chemical feed systems to maintain water quality, control biofilm grown, and to control zebra mussel attachment.
Required Education/Certification/License:
- Bachelor of Science (B.S.) degree in Construction Management, Engineering or related field
- Valid Texas driver’s license
Desired Education/Certification/License:
- Master’s Degree
- Professional Engineer License in the State of Texas, or the ability to acquire within six months if already licensed in another state.
- Advanced credentials, including specialty certifications such as:
- Project Management Professional (PMP)
- Envision Sustainability Professional (ENV SP)
- Certified Construction Manager (CCM)
- Certified Floodway Manager (CFM)
- Institute of Asset Management (IAM) certification
- Association for Materials Protection and Performance (AMPP) certifications
