Accounting Manager – Treasury

Salary: $95,409.60 – $119,308.80 annually

 

 

Location: Fort Worth, TX

 

 

Position Summary:  

This position will be responsible for cash and investment management, as well as debt and debt-related project spending. They will also manage grant funding for ongoing projects. 

 

 

Essential Functions and Responsibilities: 

  • District Investment Officer 
  • Manages cashflows for all funds including review of upcoming cash transactions and investment options 
  • Monitor daily cash balances to ensure positive bank balance, balances do not exceed collateral, compliance with reserve requirements, etc.  
  • Coordinate and review quarterly and annual investment reports  
  • Ensure Internal Controls related to cash/investments/debt are in place and operating effectively 
  • Review treasury related reports and schedules including but not limited to investment software reconciliations, investment cashflows, debt service calculations, bond schedules, etc.  
  • Review bond project reports including overall bond reconciliations, cashflow needs for bond projects, individual project reports for external parties (ie. Integrated Pipeline Project reports for Dallas Water Utilities), etc.  
  • Arbitrage compliance 
  • Manage special grant projects including applying for grants, reporting on cash received and spent related to grants, and supporting special audit requirements for grants.  
  • Manage daily operations and special projects 
  • Internal stakeholder alignment 
  • KPI annual review 
  • Identify training budget needs 
  • Performance review alignment 
  • Job description review
  • Maintain familiarity with strategic District levels of service
  • Continuous improvement monitoring and innovation efforts
  • Perform other duties as required 

 

Required Experience:  

  • Eight (8) years of direct experience in accounting related field   
  • Supervisory/management experience 

 

Desired Experience:  

  • Treasury management experience 

 

Required Education/Certification/License: 

  • Bachelor’s degree in accounting 
  • Valid Texas driver’s license

  • Ability to work on multiple ongoing projects while supervising daily accounting operations 
  • Detail oriented but able to work through problems at a high level
