Proposition 4 aims to address state’s water needs amid population growth

By October 20, 2025

In Texas, many water supply systems around the state are in desperate need of repair and are struggling to keep up with the state’s rapidly growing population. In addition, it is estimated that Texas loses approximately 186 billion gallons of water every year across the state because of its aging infrastructure and outdated systems.

Proposition 4 is a proposed solution to Texas’ need for additional water resources and new infrastructure needed to support increased demands on water systems. In fact, it is estimated that the state’s rapidly growing population is expected to double in the next 50 years.

If approved, the measure could dedicate funding for much-needed water infrastructure projects, improve reliability and repairs to existing systems. The amendment would also dedicate up to $1 billion per year from existing sales tax revenue to the Texas Water Fund for the next two decades.
