Position Summary:
The Talent Acquisition Specialist is a highly motivated, self-starter, who possesses strong recruitment and relationship management skills, has a strategic and innovative mindset, values diversity and inclusion, and enjoys networking and collaboration. This position leads the full-cycle recruitment process including sourcing, recruiting, screening, guiding the interview and selection process, and onboarding.
The Talent Acquisition Specialist will provide staffing expertise to develop and implement creative recruitment strategies and initiatives to ensure a qualified and diverse applicant pool, while collaborating with TRWD hiring managers to identify current and future needs.
Essential Functions and Responsibilities:

- Research market to identify and implement creative and strategic sourcing opportunities based on organizational needs.
- Develop and maintain networking relationships with community organizations, colleges/universities, alumni organizations, and industry organizations to identify and source qualified diverse talent while promoting TRWD as an employer of choice.
- Identify opportunities to partner with other organizations to represent TRWD at community events, job fairs and recruiting events as a preferred employer.
- Advise and develop new strategic recruitment initiatives within TRWD. Monitor progress and provide guidance and suggestions for improvement as needed.
- Actively participate in or manage staffing-related projects or activities across TRWD such as but not limited to internship, apprenticeship, and work-study programs.
- Perform New Hire Orientation and facilitate onboarding tasks to prepare for new hire arrival. Coordinate with hiring managers to ensure delivery of equipment and support processes that provide for a smooth and successful first day for newly hired employees.
- Develop and cultivate strong relationships with hiring managers to fully understand business needs and objectives for short and long-term talent needs of the organization.
- Work in conjunction with other TRWD departments to collaborate on talent acquisition resources and tools such as social media, communication materials, event presentation, creating a strong and professional presence for TRWD.
- Develop talent acquisition best practices which can be shared across other TRWD hiring managers as needed.
- Manage recruitment and applicant related metrics, leverage data to advise, develop, and execute TRWD recruitment initiatives.
- Provide guidance to applicants as they progress through the recruitment process and assist and coach hiring managers on the interview and selection process.
- Participate in developing departmental goals, objectives, and systems.
- Maintain strict confidentiality related to HR and employee matters.
- Participate in administrative staff meetings and attend other meetings and seminars as needed.
- Develop, recommend, and manage recruitment budget in accordance with TRWD budgeting practices.
- Maintain compliance with federal, state, and local employment and benefits laws and regulations.
- Maintain all employee and applicant documentation as dictated by governing agencies.
- Ability to travel up to 25% for recruitment events within the region or for national conferences, including travel to TRWD locations.
- Maintain familiarity with strategic TRWD levels of service.
- Continuous improvement monitoring and innovation efforts.
- Perform other duties as required.
Required Experience:
- Four (4) or more years of experience in Talent Acquisition
- Excellent communication skills and time management skills, ability to multi-task with a proven ability to manage multiple requisitions and tasks, with attention to detail.
- Ability to work well both independently and in a team environment; proactive with a demonstrated ability to take initiative.
- Proven ability to successfully interact and support all levels within the organization from staff to executive level.
- Ability to interface with candidates in an engaging and persuasive manner and ability to partner and advise hiring managers.
- Demonstrated ability to deliver engaging presentations and develop executive reports.
Desired Experience:
- Six (6) or more years of experience in Talent Acquisition
Required Education/Certification/License:
- Bachelor’s degree in human resources, Business, or related discipline
- Eight (8) or more years of experience in Talent Acquisition may be substituted for the education requirement.
- Valid Texas driver’s license
Desired Education/Certification/License:
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification
