Purchasing Supervisor

Position Summary:

The Purchasing Supervisor performs advanced purchasing functions, including evaluation of purchase requisitions to determine the procurement method that will provide the best value to the District.   This position is also responsible for procuring construction, materials and services at the best value from a reliable source in accordance with applicable statute and the District’s purchasing policies and procedures. Under the direction of the Purchasing Manager, the Purchasing Supervisor coordinates the day to day activities of the purchasing function and activities of subordinates.

 

Essential Functions and Responsibilities:

  • Works closely with Department Managers and Project Supervisors in the coordination of procuring and delivering materials for construction and major maintenance projects.
  • Procure construction, materials and services over $75,000 using formal written bids such as Invitation to Bid (ITBs), Competitive Sealed Proposals (CSPs), Request for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), co-ops, Purchase Orders and inter-local agreements
  • Award, approve (sign the order as purchasing agent designee) and issue purchase orders based on best value determination, with lowest cost being the primary ‘best value’.

 

Ensure all purchases conform to applicable statute, District policies, procedures and best business practices.

 

  • Conduct extensive product research, exercise independent judgment in review of specifications and related documents, evaluate bids, and issue contracts.
  • Develop reports for use by the Purchasing department in response to specific needs.
  • Work effectively with internal and external customers to ensure completion of the entire purchasing cycle.
  • Supervise and assist the Procurement Coordinator and subordinates as needed.
  • Perform personnel evaluations.
    • Demonstrate ability to influence without authority.
    • Perform duties of subordinates in their absence.

 

Initiate and respond to correspondence as needed.

Required Experience:

  • Five (5) years of professional level purchasing experience
  • Knowledge of preparing and analyzing technical specifications and bids
  • Ability to communicate effectively both orally and in writing
  • Advanced computer proficiency in Microsoft products

Desired Experience:

  • Two (2) years of supervisory experience
  • Experienced leading teams

Required Education/Certification/License:

  • Bachelor’s degree in business administration, management, accounting, materials management or related area
  • Valid Texas driver’s license

Desired Education/Certification/License:         

  • Purchasing Certification (CPPB)

    • Ability to understand, interpret and apply Texas statutes governing the District’s purchasing function.

*Conservation Level: The permitted level of water an entity is allowed to hold in a lake. Any amount above the conservation level is used for the temporary storage of flood waters and must be released downstream.
