Board of Directors

Victor W. Henderson, President

Mr. Henderson has served on the TRWD Board since 1985. He is a graduate of Texas Tech University, and is a registered professional engineer and president of an independent oil and gas exploration and production company. Mr. Henderson has worked in the oil and gas industry for over 40 years.


Hal S. Sparks, Vice-President

Mr. Sparks, elected to the TRWD Board in 1988, received his Doctor of Jurisprudence with Honors from the University of Texas School of Law. Admitted to the bar in 1967, he is an attorney who specializes in real estate, business transactions, estate planning and probate law.


Jack Stevens, Secretary

Mr. Stevens was elected to the TRWD Board in 2004. He is a graduate of the University of Texas at Arlington and a retired engineer who gave 34 years of dedicated service to Vought Aircraft. Mr. Stevens currently resides in Azle, Texas.



Marty Leonard, Secretary Pro-Tem

Mrs. Leonard was elected to the TRWD Board in 2006. A graduate of Southern Methodist University, she owns Leonard Golf Links Practice/Teaching Facility and owns two buildings occupied by the Nike Golf Center in Fort Worth. Mrs. Leonard also is president of Margolf Corporation. She is extremely active in the Fort Worth community, serving on numerous boards and committees.


Jim Lane

Mr. Lane was elected to the TRWD Board in 2006. He is a graduate of Texas Christian University, and received his Doctor of Jurisprudence from Baylor Law School in 1966. Admitted to the bar in 1968, he served as Captain in the United States Army, JAGC from 1969 through 1973. In 1973 he returned to Fort Worth where he began legal practice with an insurance defense firm. In 1975 he opened his own law practice on the North Side and currently practices criminal, aviation, personal injury and family law.

Overview

The TRWD Board of Directors is a publicly elected five-member board. Members must serve four year terms, be residents of Texas, have reached the age of 18 and own land subject to taxation within the district, which includes most of Tarrant County and the areas surrounding Eagle Mountain Lake.

 

   Elections take place in the spring every two years and alternate between two and three member elections. In order to vote for TRWD board members, one must be a citizen of the United States, a resident of the state of Texas, as well as the district, and comply with the voter registration requirements of the state of Texas.

  

   Board meetings are generally held the third Tuesday of the month in the TRWD administration building located at:
